Regional agreements depend on the province: the New West Partnership covers BC, Alberta, Saskatchewan and Manitoba; the Ontario–Quebec agreement values shown are Quebec’s.

The Northwest Territories and Nunavut have higher CFTA thresholds; select them in the checker above.

Frequently asked questions

What is the CFTA threshold for goods in 2026?

For federal departments and provincial ministries, $34,700. For municipalities, school boards, universities and hospitals, $139,000. For Crown corporations, $694,700. These apply from January 1, 2026 to December 31, 2027.

Do trade agreements apply to municipalities?

Yes. The CFTA covers municipalities at $139,000 for goods and services and $347,400 for construction, and CETA (and the Canada–UK agreement) at $368,000 for goods and services and $9.2 million for construction. The WTO-GPA and CPTPP do not cover municipalities.

Can US companies bid on Canadian government tenders?

For covered procurements, yes, through the WTO Government Procurement Agreement: $239,200 for federal goods and services and $653,200 at the provincial level. CUSMA’s procurement chapter does not apply to Canada, and the WTO-GPA does not cover municipalities, schools, universities or hospitals.

How long must a tender stay open?

Under international agreements, at least 40 days, reduced by 5 days each for an electronic notice, electronic documents and electronic bidding, and never below 10 days. The CFTA only requires a reasonable period. Nova Scotia, Ontario’s broader public sector and Quebec set 15-day policy minimums.

How often do the thresholds change?

Every two years. CFTA values are indexed to Statistics Canada’s Industrial Product Price Index; international values are set in IMF Special Drawing Rights and converted to Canadian dollars. The next change is January 1, 2028.
